State board revokes license of deadbeat dad doctor

Monday, Feb. 28, 2000 | 10:56 a.m.

RENO -- A doctor who didn't pay his child support and a medical school resident who advertised penile enlargement items over the Internet have been sanctioned by the state Board of Medical Examiners.

Dr. Glen D. Lybbert, who formerly practiced in Las Vegas, was found guilty of two counts of deception in trying to renew his license by telling the board he had paid his child support. The board revoked his license Saturday.

Lybbert, who was at the meeting but did not hear the board's decision to revoke his license, now lives in Washington, board officials said. He is the first doctor to be disciplined under the "Deadbeat Dad" law that requires those seeking professional licenses to be current on child support.

Chad Reed Niles, who was a resident in Reno at the University of Nevada Medical School, was convicted of two counts of attempting to deceive the public with his Internet advertisements. He was issued a public reprimand, directed to perform 40 hours of community service, fined $2,000 and ordered to pay $8,590 in investigative costs.

Niles, who reportedly now lives in Texas, was selling items on the Internet and using the name of a doctor from Boca Raton, Fla., to endorse the products.

The board also found Dr. Efren E. Recto of Las Vegas not guilty of one count of medical malpractice for failing to diagnose a patient who ended up in the hospital.
