New York lottery bets on students

Hey, you never know.
The Leaders of Tomorrow scholarship will provide $1,000 every year for up to four years at a public or private college in New York state. The scholarship will go to a student from each of the state's 1,300 public and private high schools.
"This will give our best students an incentive to attend college right here in New York," said Robert King, chancellor of the State University of New York.
Students will be chosen based on leadership skills and commitment to community service.
