A contractor was hired to remove the cancer-causing material two years ago. But more was found last week while pipes from the building were being removed.
City spokesman Chris Good on Monday said dealing with asbestos is common when renovating old buildings.
He said the city, which is responsible for the removing the substance, is investigating how much the latest setback will cost.
A Minneapolis developer is renovating the building and converting it into artists lofts and retail and office space.
