Letter: Bush’s tax cuts wouldn’t benefit working class

George W. Bush hammers on his belief that the budget surplus belongs to the people and must be returned in the form of tax cuts. He does not mention that the huge debt run up during the Reagan-Bush borrow-and-spend days also belongs to the people and is in fact an unfair burden (tax) upon future generations.
The budget surplus should be used to pay down the national debt, which will also serve to put downward pressure on interest rates. This will assist the economy and those (mostly working middle class) with heavy debts. A huge tax cut will benefit those who already gained from the high spending and debt of the 1980s and will put upward pressure on interest rates.
