The 18-month-old ram was shot between Aug. 11 and Aug. 15 near the Big Canyon Ranch, officials said.
A bullet shattered the animal's jaw, preventing it from eating or drinking. Its body was found near a spring on Aug. 19.
"The animal died a slow and painful death," said Rob Buonamici, coordinator for Operation Game Thief.
