W.Va. ethics panel fines former state schools chief

The West Virginia state ethics commission has fined its former superintendent of schools, Henry Marockie, $1,000 and ordered him to reimburse the state for $227 in personal telephone calls he inappropriately charged to his state phone credit card while he was state schools superintendent.

Marockie was a finalist last year for the Clark County school superintendent's job.

The commission also publicly reprimanded Marockie, criticizing him for "using his office for private gain."

Marockie made more than 1,700 such calls on his state-issued telephone credit card, calls made at a discount government rate.

Marockie also made more than 400 personal telephone calls from his state office in Charleston during his last four years on the job.

The $227 represents only the Ethics Commission's best estimate of how much Marockie owed for telephone calls in the past year. The commission isn't allowed to go back more than that amount of time to determine reimbursement.

Marockie spent time last year attempting to land the Las Vegas job.
