StumbleLetter: Put an end to test cheating

During the moratorium period the educational establishment might be able to dumb down the test or find a new one so there is no correlation with the old test scores.
Test cheating is widespread, especially in large school districts such as the Clark County School District. It should be cleaned up fast.
The cleanup is a good challenge for our new superintendent. Other superintendents have been able to clean up test cheating and so should he.
