The amount involved might seem trifling in the big picture -- these HUD grants total $4.2 million out of the $1.83 trillion federal government budget for the coming fiscal year. But the government shouldn't be hypocritical, warning the public how dangerous smoking is while also giving tribes subsidies which, in effect, promote smoking.
