Letter: Get tougher with litterbugs

The waysides have been landscaped with natural beauty, only to have the beauty eliminated because of the litterbugs being too lazy and not caring to take their trash home and dispose of it in their trash containers.
I'm assuming that some of the litter is being blown off of trucks without tarps. My thought of stopping littering: State legislators should act and pass legislation with a fine of $250 for anyone caught in the act of littering.
I recall years ago a Southern state, (if I recall it was Florida), had a $500 fine for littering. Didn't see much littering on their waysides.
