Letter: State, not county, responsible for air pollution

If you read the Clean Air Act and the Federal Register which announced the nonattainment for carbon monoxide emissions within the Las Vegas Valley, you will realize that the responsible party is the state of Nevada.

The state is required to submit a State Implementation Plan (SIP) for the Las Vegas Valley. In the Federal Register, the EPA specifically identifies the state of Nevada as the responsible party, not Clark County. In fact, in the same Federal Register, the EPA recognizes positively the specific efforts of Clark County officials to facilitate progress on this issue.

Let's not be so quick to shoot at convenient targets.
