Armstrong will nominate Shaun Casey, 41, to take over the city's top job. Casey has been assistant city manager since May.
He will move up Oct. 4 when Terry Reynolds leaves the job. Casey will get a six-month try-out in the job, with reviews from the city council every two months.
After six months, the council can keep him or search for a new city manager.
Until May, Carey had spent more than six years as Sparks public works director.
His goals include forming a team to advance downtown redevelopment and to prepare the city to act on its new redevelopment areas around the Sparks Marina Park, the Oddie Boulevard corridor and the Conductor Heights area.
