Man charged in plot to kill prosecutor, victim

A 19-year-old man accused of sexually assaulting an 86-year-old woman faces new charges of trying to hire someone to kill the victim and the prosecutor assigned to the case.
Larry Dewayne Brooks, a native of Portland, Ore., has been charged with two counts of solicitation to commit murder.
He allegedly attempted to hire an undercover Las Vegas police officer to kill Deputy District Attorney Teresa Lowry and the assault victim for $500 each.
According to an indictment unsealed Wednesday, Brooks was dissatisfied with a prosecutor's plea bargain offer in the sexual assault case. Under the offer, he could have been sentenced to life in prison with the possibility of parole after 40 years.
The indictment said Brooks told a fellow inmate he wanted to hire someone to kill the victim. The inmate told authorities of the plot.
During a preliminary hearing in May, the sexual assault victim said a man knocked at her door and asked to use the phone. When she directed him to a public phone, he grabbed her by the throat and led her to a bedroom where he sexually assaulted her.
The man tied her up before taking $40 and her car.
