Letter: Consumption tax the only fair way for country to go

When the rich pay most of the income taxes then, of course, a tax cut is going to benefit them. What you should be asking is why we have a federal income tax in the first place. If you want fairness, then a pure "consumption" tax; i.e. "national sales tax," is the only fair approach.
If we downsize the federal government back to where it belongs (within the parameters of the 10th Amendment), this tax wouldn't need to be larger than 12 percent. Then Mr. Goplen and I could take home 100 percent of our paychecks, and greatly simplify our "overtaxed" lives.
