Builder sued over work at property

Herb Pastor Casino Enterprises Inc. of Las Vegas sued Steve Bailey Construction and its president, alleging they failed to provide complete blueprints for a remodelling of the Coin Castle Casino, Sassy Sally's and its new basement bar.

The Clark County District Court suit said Bailey, who had allegedly been paid $40,000 of the $56,603 project, had submitted incomplete building plans late and also failed to obtain the Building and Safety Department's approval for the construction and remodelling work of the two Fremont Street casinos by July 12, 1999.

The suit said Bailey had personally promised by June 28, 1999 to submit complete architectural drawings, blueprints and plot plans, engineering calculations and stress loads, plumbing drawings and blue prints, electrical blue prints and calculations loads and mechanical blue prints.

Herb Pastor Casino alleged the defendants still hadn't submitted any plans on July 27 when it checked with the Building and Safety Department, despite the defendants' promises that the work would be completed and the permit would be ready to be pulled at the Building and Safety Department by July 26.

The suit said that when the plans were ultimately submitted on July 29 to the Building and Safety Department, "these were patently incomplete, having no architectural stamp or engineering stamp affixed and no plumbing details."

Bailey declined comment on the allegations.
