The $700 million project is being proposed by Kingsbury Summit Development. Backers will brief commissioners on their plan when the commission meets Thursday.
Central to the project is a proposed $30 million gondola that would run up Kingsbury Grade from David Walley's Hot Springs Resort near Genoa to Lake Tahoe.
Also envisioned is a huge commercial development east of the Kingsbury ridge line to include a movie theater, shops, restaurants, time-share units and a 500-room hotel-casino.
