Guinn says state should rethink debt

CARSON CITY -- Gov. Kenny Guinn says it may cost the state up to $400 to collect a 3-cent debt.

"It's costing us too much money," to collect some of the small debts that are owed the state, Guinn said during a meeting of the state Board of Examiners meeting Wednesday. The state Department of Motor Vehicles and Public Safety has been carrying debts of $25 and $50 from such things as bad checks for 10 years.

"We have to look at all the paperwork," he said. "We have to free up our people to be more efficient."

When informed that legislators believe the state should do everything to collect every cent it is due, Guinn said, "We have to educate them."

The system, he said, should be flexible so an agency doesn't have to go through the state controller, the budget office and the examiners board before it can write off a small debt.
