Carter had 16 percent of the vote, losing out to City Council member Lyle Elmer Hughes and Chuck Horne, who advanced to the June 8 general election. Hughes had 26 percent of the vote while Horne had 23 percent.
Despite having the support of the Chamber of Commerce and the Mesquite Resort Association, Carter's stances on medical care, a possible airport and the value of people's petitions supplied other candidates plenty of fodder.
Opponents had castigated Carter as "pathetic," "clueless" and "pigheaded," and the local newspaper in the small resort town straddling Interstate 15 on the Arizona border ran a photograph of Adolf Hitler and encouraged readers to draw a parallel to Carter.
In the race for Las Vegas City Council, McDonald was re-elected to another term with 63 percent of the vote, but incumbent Gary Reese will face a run-off against Nevada Stupak, the 23-year-old son of Stratosphere hotel-casino founder Bob Stupak. Reese received 45 percent of the vote, and Stupak had 28 percent.
Boulder City Mayor Bob Ferraro had 49 percent of the vote to advance to the general election with Robert Kenneston. Kenneston edged Bill Smith by 38 votes to make the general election.
In Henderson, City Councilwoman Amanda Cyphers was easily re-elected with 73 percent of the vote. Voters also elected Andy Hafen, who received 60 percent of the vote, and Steve Kirk, who had 67 percent, to the council.
North Las Vegas City Councilwoman Paula Brown will face William Robinson, Shari Buck and Marcia Blake next month with two seats up for grabs. Brown got 19 percent of the vote. Robinson had 21 percent, Buck followed with 13 percent and Blake had 11 percent.
