With a base of 100 from calendar year 1997, the index measures business conditions from the viewpoint of the small business owner or manager.
The bank index is being affected by low unemployment in Nevada, which makes it difficult for businesses to find qualified workers.
The February unemployment rate in Las Vegas was 3.3 percent compared to 3.5 percent statewide and 4.4 percent nationwide.
But slowing job growth in Nevada is also hurting small businesses, Nevada State Bank said.
The index was favorably affected by the sharp upward revision in U.S. economic growth in the 1998 fourth quarter to an annual rate of 6.1 percent.
