The council has approved putting the issue on the June 8 general election ballot.
The size of the council would increase from four to six wards if voters approve the plan.
The council approved the ballot question on a unanimous vote Monday after Mayor Jan Jones said she thought voters should have the right to decide the issue.
Sen. Joe Neal has pushed for a larger council, saying it could help minorities get elected to what is now an all-white board.
