Letter: State identification practically worthless

I can understand that policy, yet the state of Nevada gives you at a cost an ID that is not worth anything but to give the state more money into their funds. Why does the state let those banks input this type of policy?
Some people that work for me only have IDs and don't drive a car. The banks will take the driver's licence for ID but not the state ID.
