Lakes said it would own 80 percent of the venture that will bid for a pact with the Pokagon Band of Potawatomi Indians in Michigan.
Lakes is the Minneapolis-based company spun off in January from Grand Casinos when Grand was acquired by Park Place Entertainment, the gaming company that split from Hilton Hotels Corp.
Lakes manages two tribal casinos in Louisiana and owns about 10 acres on the Strip in Las Vegas.
