Man faces charges in 1995 slaying

More than three years have passed since 19-year-old Frank Troy Dunlap Jr. was shot to death on Boulder Highway, but now Metro homicide detectives say they have gathered enough information to charge a man in his death.
Robert Bellon, 21, who is in the Clark County Detention Center on an unrelated attempted murder charge, will be charged with one count of murder with a deadly weapon and one count of robbery with a deadly weapon, police said.
Dunlap was found slumped over the wheel of his 1984 Cadillac at 4823 Boulder Highway with gunshot wounds in his chest at 12:40 a.m. on Oct. 9, 1995.
Three men were seen running from Dunlap's car, which was parked behind the Boulder Manor Apartments on Boulder Highway at Nellis Boulevard, police said.
Homicide Lt. Wayne Petersen said it took three years to put all the pieces together because of the difficulty in finding two of the men.
"One of the men was identified and located a short time after the crime," Petersen said. "He identified by name the other two involved." But the other two were using fictitious names.
Once they identified the second man, they tracked him down in Louisiana. He was able to provide information connecting a third man with the crime.
Petersen said Lake Charles, La., police arrested Bellon about two months ago on a Las Vegas warrant that charges him with attempted murder in an unrelated case.
While Bellon was in the Clark County Detention Center, detectives were able to put together enough information to charge him with the 1995 homicide.
