Guinn signs wine bill

Most of the major bills of the session awaiting action, including the Millennium Scholarship program and ethics reform, are scheduled for signing by Guinn on Wednesday.
On Monday, Guinn signed Senate Bill 428, sought by Sen. Mike Schneider, D-Las Vegas, to make it easier for Nevadans to bring in limited amounts of wine from California.
Schneider said he wanted to get rid of an old law that prohibits importing more than one gallon of wine a month into the state. He testified during the session that if he brought more wine than that back from California, he would be guilty of a low-level felony.
Under the measure, which became law with Guinn's signature, a person can bring in 12 cases of wine a year. It also allows Nevada residents to have that much wine shipped in.
Senate Bill 435, if two-thirds of the Clark County School Board agrees, would authorize the construction oversight panel to develop a three-year plan for renovation and a five-year plan for school construction.
The plans would be updated on a quarterly basis with the results reported to the board.
Also signed was Assembly Bill 200, which provides for the appointment of committees to prepare arguments for and against ballot questions.
