Residents opposed to the plan fear late-night takeoffs and landings of noisy jets.
The environmental assessment could lead to a more extensive environmental impact study if problems are identified.
The Postal Service had targeted Aug. 28 as the date to move the operations from Oakland, Calif., to Reno, but the assessment could put the move on hold.
"My sense is I don't want to start up before the EA is done because there's been so much controversy here," said Gary Thuro, logistics manager for the agency. "I don't think it would be good to the parties to force our way in."
