Rhodes might also be charged a $5,000 fine and $2,000 in costs and fees.
The board is also investigating four complaints against Pulte Homes, said executive officer Margi Grein. In December, the Sun reported that several Yorkshire Point homeowners were protesting the company's slow pace of repair. A spokesman said repairs were ongoing.
Grein said there are 19 outstanding complaints against Rhodes. In recent hearings, the board heard testimony from Gregg and Joyce Taylor Anderson, a couple who said Rhodes failed to show up for 30 appointments to fix problems with their new Rhodes home, said Grein.
If the penalties are approved, Rhodes would be allowed to finish any homes currently under construction.
A combination of new enforcement laws and a more aggressive attitude resulted in the Board suspending 40 contractors licenses last year, compared to six the year before, said Grein.
