Developers target of proposal

SB191, reviving part of Titus' "ring around the valley" measure from the 1997 session, was referred Monday to the Government Affairs Committee for a hearing.
Titus, D-Las Vegas, said the measure doesn't include a limit on growth in the Las Vegas Valley by establishing a ring beyond which growth would be barred. That was the big element of her 1997 bill that doomed it to failure.
The new bill would require developers of major projects to submit impact statements assessing their effects on roads, the number of school students it would generate, the quantity of sewage that would be produced, along with effects on all other types of government infrastructure.
The local government responsible for reviewing a project couldn't approve it unless the impact statement had been provided and it had been determined that there were sufficient existing services to accommodate the project.
A person who believed that a local government didn't follow the impact law could ask the attorney general's office to file a complaint in district court.
