State worker raises might be pitted against state building projects

The state Economic Forum will tell lawmakers on May 1 whether more money is expected to be available.

If so, Rawson said the big battle will be whether to spend the money on salary increases for state workers and teachers or whether to put the money back into the state's capital improvement budget, which was cut by about $120 million.

Because it takes $40 million for give a 1 percent raise to state workers, university employees and teachers, that same $120 million would give them a 3 percent raise.

Although Gov. Kenny Guinn has made raises a priority if higher revenues are projected, Rawson still expects a fight.

"The governor proposes, the Legislature disposes," he said.
