The $17 million project would draw attention from horse owners nationwide, Councilman Tony Armstrong said.
The center would cover about 190 acres in the Wingfield Springs development. Part of the project is contingent on the city obtaining about 450 acres of land from the Bureau of Land Management.
Wingfield Springs General Manager Gary Derck said his development already has spent about 100-thousand dollars on plans for the center.
The plans call for an indoor arena that would seat up to 3,500 spectators and 15 boarding barns to hold 465 horses permanently.
