Mobile home dealership’s license revoked

The state has permanently revoked the mobile home dealership licenses of Stephen and Jo Coulter of Las Vegas because of their insolvency and other infractions.

Attorney General Frankie Sue Del Papa said the Coulters, who owned S C Homes Inc., had unsatisfied judgments against them and there was failure to provide clear title to a buyer who paid $35,000 cash for a mobile home.

She said a state hearing officer in the state Manufactured Housing Division also found the company forged a contract obligating buyers to terms differing from those to which they had actually agreed.

Witnesses testified at a hearing that S C Homes accepted $35,000 cash from a buyer for a mobile home on which there remained an undisclosed $22,000 lien. The owners of the home had contracted with S C Homes to sell the home with the understanding they would receive cash for their equity and their loan of $22,000 from a finance company would be paid off.

S C Homes did not apply any of the $35,000 to the loan. Del Papa said the finance company is preparing to repossess the home, leaving the sellers with damaged credit and the buyer little recourse.

Those who feel they have been defrauded by S C Homes, Inc., should contact the manufactured housing division in Las Vegas at 486-4135 to obtain information on how they might recover some of their losses, Del Papa said.

"There was no testimony at the hearing showing any of Stephen Coulter's participation in any wrongful conduct," responded Stephen Coulter's attorney Nelson Segel.

Segel, who said he filed an appeal on Nov. 29 disputing the state's findings, said the operation was allegedly being run mainly by Jo Coulter in the past three years. He said she was licensed by the manufactured housing division as an officer of S C Homes.

Jo Coulter could not be reached for comment.
