Letter: Homeless have right to use Las Vegas parks

As Gary Peck, executive director of the American Civil Liberties Union in Nevada, stated, the parks "should be accessible to the public." It may be a difficult attitude change for some, but people without property are citizens also and have rights to public access of parks. Apparently the ordinance is unconstitutional and will be challenged in court.
The challenges our homeless citizens present should not just be the responsibility of the city of Las Vegas or any one government entity, service provider or charitable organization. But the question remains, which community official from government, charity, entertainment or the private sector will offer leadership to help pull together a valley-wide, long-term comprehensive plan?
