Power company pays penalty to dig up newly resurfaced street

The Reno-based utility dug into a section of Plumb Lane in southwest Reno that was resurfaced in 1995 and redone in 1996 when the asphalt did not properly compact.
"We have a five-year, no-cut policy on (repaved) streets," said Gary Stockhoff, the city's engineering services manager. "If they come in during that five years and cut that street, they have to pay a penalty."
Sierra Pacific now must repave the street to city standards to fulfill its agreement, he said.
Sierra Pacific spokesman Charlie Fletcher defended the utility's decision to dig up the resurfaced street to install the water main.
"Large-scale projects scheduled for utility improvements don't always coincide with road improvements," he said.
