Gambling money dividing city officials

BILOXI, Miss. -- Biloxi leaders are at odds over how to spend $3 million the city receives from its lease with the Isle of Capri casino resort.
City Council president Eric Dickey has proposed a law to obligate the money to slum areas in Biloxi. The law would also set up an independent commission to distribute that money and federal grants for economically struggling areas.
Mayor A.J. Holloway has promised a veto if the proposed law is passed. Holloway said Dickey's plan would create another level of bureaucracy, usurp the authority of elected officials and be unfair to taxpayers.
