Letter: Governments made bad flood decisions

I feel much of the blame lies with the city and county governments who through the years have required that affordable housing and in particular, mobile home parks, be built in less desirable areas.
This was further exacerbated by the wonderful flood control district after its one-quarter cent sales tax increase did not work to alleviate the situation in known flood areas. Two of the best examples are the Flamingo Wash and the Charleston Boulevard underpass.
Folks, we've heard that a solution is at hand. Now please hold your breath.
