Gibbons, R-Nev., was recommended by House Speaker Dennis Hastert, R-Ill., to participate in the mission.
The bipartisan delegation of House members, led by Congressman Curt Weldon, R-Pa., will travel to Austria to discuss the current situation in Kosovo will leaders from the Russian Duma.
The delegation will return to Washington Sunday evening.
