Five bills proposed by SNSPA

Here are the five bills proposed by the Southern Nevada Strategic Planning Authority and their status in the legislature:

Senate Bill 432 -- Originally the bill would have required almost all diesel engines in Clark County to undergo emissions tests, just as gasoline-powered vehicles must now be tested. After being amended in the Senate Natural Resources, the bill primarily calls for establishing a committee to study the issue and provides funding for additional random testing of diesel trucks. The bill has been referred to the Senate Finance Committee.

Senate Bill 433 -- Establishes a community bond bank which would allow Clark County and area municipalities to pool their borrowing power and issue bonds at lower interest rates. The bill has been approved by the Senate and has been forwarded to the Assembly Government Affairs Committee.

Senate Bill 435 -- Could establish a special board to oversee construction in Clark County School District. The goal of the bill is to give the Clark County School Board more time to concentrate on education issues. The bill has been approved by the Senate and has been forwarded to the Assembly Education Committee.

Senate Bill 475 -- This bill would allow local governments to speed up the construction process by seeking consolidated bids for both the design and construction of public buildings, roadways and other infrastructure projects under certain circumstances. The bill was approved by the Senate and has been forwarded to the Assembly Commerce and Labor Committee. Elements of this bill and a similar measure, Senate Bill 437, were divided up early in the legislative process.

Senate Bill 434 -- This bill would have established a task force to study ways of diversifying the economy in Southern Nevada. The bill was withdrawn by its sponsor Sen. Jon Porter, R-Boulder City, after hearing concerns that it may duplicate future efforts from the governor's office.
