Henderson Council to meet on Seven Hills LID fees

A special Henderson City Council meeting is set for Tuesday to discuss residents' concerns surrounding the Seven Hills area local improvement district.

The meeting will be at 7 p.m. at Frank Lamping Elementary School, 2551 Summit Grove Drive.

Local improvement district fees, commonly known as LID fees, often are charged to home buyers in new communities to help pay for roads, street lights, gates, common areas and other improvements. Money collected from within an LID is supposed to be spent solely within that area.

Seven Hills residents have said they are worried about how the development of property the city swapped with Pacific Properties at the entrance to their upscale, master-planned community at Lake Mead Drive and Maryland Parkway would affect their current LID fees.

City Attorney Shauna Hughes has said that because the property involved in the exchange is not within the Seven Hills assessment area, the new landowners -- Pacific Properties -- will not be assessed any LID fees.

The concerns were voiced following the land swap of 106.5 acres of city property at the entrance of Seven Hills for 144 acres known as the Sunset Village project adjacent to the Whitney Ranch development owned by Pacific Properties earlier this year.

Seven Hills residents have alleged that their LID money was used to improve property outside their development, an allegation city officials have denied.

Tuesday's meeting was scheduled following the completion of engineering reports concerning the LID assessments in Seven Hills, city spokeswoman Vicki Taylor said.

City officials have said if it is determined that the LID is faulty, the city will reimburse any money that might be owed to residents.
