Senate OKs bill to outlaw hazing in state’s colleges, high schools

Wednesday, April 7, 1999 | 5:19 a.m.

Sen. Bob Coffin, D-Las Vegas, was the lone "no" vote on SB297, which was amended to exempt standard training and drills for athletic teams and military organizations such as ROTC.

But such groups would still be covered by the anti-hazing statute if they engage in the prohibited behavior defined in the bill.

The measure makes hazing a misdemeanor crime if no substantial bodily harm occurred and as a gross misdemeanor if harm did occur.

Hazing is defined as any method of initiation into or affiliation with a student organization that intentionally or recklessly endangers the physical health of another person. The definition includes beating, exposure to the elements and forced consumption of food, liquor or drugs.
