SB95 was defeated on a vote that followed party lines after Senate Minority Leader Dina Titus,D-Las Vegas, termed it "insulting and demeaning" to injured workers.
Sen. Maggie Carlton, D-Las Vegas, also argued against the bill, saying it would limit those who had several injuries over time from being eligible for disability benefits.
Sen. Randolph Townsend, R-Reno, defended the bill, saying the change simply extended work done in previous sessions and wasn't a shift in policy.
Titus, Carlton and seven other Democrats were joined by two Republicans in opposing the bill - the first to fail to pass the Senate this session.
The GOP lawmakers voting "no" were Mark James of Las Vegas and Mark Amodei of Carson City.
