The television ad also says Sferrazza drafted an "unenforceable" agreement about the National Bowling Stadium.
Sferrazza is running for Mouliot's commission seat.
Mouliot told the commission on Thursday he probably shouldn't have said Sferrazza drafted the agreement, which actually was drawn up by the city attorney's office and the Reno-Sparks Convention and Visitors Authority's lawyer.
The commission found the entire ad to be false, but sanctioned Mouliot only for the reference to the former mayor as being a "horrible" lawyer.
Sanctions are imposed by the commission if it believes a false statement was knowingly made or there was a reckless disregard of the facts.
