Brief: Towing company hit for incomplete bill

Bernard Horn, doing business as City Auto Tow, accepted a settlement with the TSA and agreed to pay a $500 fine and $400 restitution to the customer following a hearing.
Commission staff said towing bills are supposed to document charges companies have for their services. A spokesman for the TSA said the company apparently shredded documents that may have justified charges, but the information wasn't provided on the billing, leading to the citation and fine.
