Consultant forecasts red ink for Washoe County

The analysis foresees a $4.5 million deficit in the next 18 months and $68.7 million worth of red ink by the year 2003.
"It's an early warning sign," interim finance director John Sherman said of the report complied by his department and Walker & Associates.
Since state law requires local governments to submit balanced budgets, the only alternative is higher fees or reduced services.
Sherman prepared two expenditures projections and found that anticipated revenues won't support either.
"We have to do some budget and finance management to make sure those two scenarios don't come true," he said.
