Brief: LV No. 3 on national business list

P.O.V. said Las Vegas moved up from No. 5 in 1997's ranking thanks to its anti-tax attitude, booming growth, beautiful climate and neon-lit nightlife.
But P.O.V. pointed out a couple of problems that kept Las Vegas from being ranked No. 1: the average quality of its workforce and its poor business success ratio.
Ranked No. 1 is Seattle, followed by Austin, Texas; Las Vegas, Denver, Burlington, Vt.; Salt Lake City, Raleigh-Durham, N.C.; Orlando, Fla.; Atlanta and Jacksonville, Fla.
P.O.V., with a circulation of 300,000 is edited for career-oriented young men.
