Boulder City Council delays agreement on regional panel

The Boulder City Council was the second Southern Nevada governmental agency this week to postpone adding its stamp of approval on an interlocal agreement that would form a regional planning coalition.
City staff Tuesday night recommended moving the agenda item concerning the agreement to the council's Nov. 24 meeting because of "conflicting language" in the agreement, according to City Manager John Sullard.
Monday Las Vegas planners also postponed the agenda item on the agreement that would authorize the formation of the Southern Nevada Regional Planning Coalition, which would advise local governments on growth issues.
The agreement to form the coalition was unanimously approved last month by Clark County commissioners and the Henderson and North Las Vegas city councils.
The coalition, if approved by Las Vegas and Boulder City officials, would have the authority to discuss various regional issues, develop related policies and follow through on activities begun by the Southern Nevada Planning Authority.
The planning authority, an advisory committee created and directed by the Legislature to provide a comprehensive report on growth issues during the 1999 legislative session, will disband following the session.
The coalition would evolve from a reformatted Government Efficiency Committee by changing its role to specifically address growth management. Among its responsibilities, it would make nonbinding recommendations to local governments on growth issues.
The 13-member coalition would meet quarterly and be comprised of two representatives each from the cities of Las Vegas, North Las Vegas and Henderson as well as Clark County and one representative from Boulder City. There also would be four citizen representatives, according to the agreement.
