LV delays vote on regional planning

The Las Vegas City Council will be the last government agency in Southern Nevada to give a thumbs-up or thumbs-down to an agreement to join a regional planning coalition.

The city's planning department struck an item from Monday's council agenda to vote on an interlocal agreement authorizing the Southern Nevada Regional Planning Coalition to advise the city and other local governments on growth issues.

The city councils in Henderson and North Las Vegas and the Clark County Commission have already approved the interlocal agreement. The Boulder City Council will consider the agreement tonight.

The coalition will make recommendations to local public service providers on regional planning, develop regional planning policies and require local entities to explain inconsistencies between local plans and regional policies.

Las Vegas Mayor Pro Tem Michael McDonald said the item was stricken partly because Mayor Jan Laverty Jones was at a meeting on the National Gambling Impact Study Commission and was unable to attend the council meeting.

Two representatives each from Las Vegas, North Las Vegas, Henderson and Clark County will join one representative from Boulder City on the coalition. Four citizens will also serve on the coalition, which will keep an eye on the recommendations the Southern Nevada Strategic Planning Authority makes to the 1999 Legislature.

The coalition, an offshoot of the Southern Nevada Government Efficiency Committee, has been discussing the creation and approval of an interlocal agreement since April.

Las Vegas city staff is expected to recommend the council adopt the agreement at its next meeting as a first step toward regional cooperation.
