The suit was filed by wheelchair users Frank Stephens and Ronald Ray Smith in 1996. Smith said though he would have preferred a more immediate timetable, he was pleased with the ruling and called it a good first step.
As a result of related negotiations, the Hard Rock agreed to make architectural changes to its bar, ticket sales area and front desk.
Stephens and Smith are members of the non-profit Utah-based Disabled Rights Action Committee, which has targeted various public facilities in the Valley that do not meed ADA requirements.
