Panel approves board after heated response from state senator

Las Vegas and Clark County officials will consider the plan, which was cleared by Metro's Fiscal Affairs Committee on Monday.
Undersheriff Richard Winget told the committee the Legislature had intended to allow citizens to review cases only after they were investigated by police.
But State Sen. Joe Neal reacted angrily, saying the bill he authored included the right for the citizen panel to initiate their own investigations.
"I don't want any police officer to come up here and tell me, with 26 years in the state Legislature, that I don't know what the hell I'm doing!" Neal said.
