Brief: Regulators delay action on sports book refunds

The provision, which would require books to discontinue their practice of offering high-rollers special wagers favoring the bettor, not the book, has come under fire from those in the industry who argue it unfairly prohibits promotional programs. Board members charge that books use such methods to offer their best customers refunds, which is prohibited by state law.
The rules approved crack down on messenger betting by prohibiting the use of cell phones and pagers in books, and say wagers cannot be placed via the Internet.
