Ribaste, a convicted felon, was nominated for the listing earlier this month, and received official notification of his nomination on Monday.
In a four-count complaint filed last year, gaming regulators argued that former Horseshoe executive Lonnie "Ted" Binion loaned $100,000 to Ribaste, a convicted felon with reputed ties to Kansas City, Mo., organized crime figures.
Ribaste, who served prison time for filing a fraudulent loan application to buy a Missouri Chevrolet dealership, is believed to have used the loan to operate Carriage Car III, a Las Vegas used-car dealership.
