City Council okays Victorian Square development

The 4-2 vote Monday capped more than a year of negotiations between the city and Syufy Enterprises for a complex of shops and restaurants that are expected to open in about two years.
The San Francisco-based developer plans to start construction within six months.
Mayor Bruce Breslow and Councilman Phil Zive voted against the project, saying the city was giving away too much.
Sparks will have to pay for water rights to the project and for construction pads for the businesses. Syufy is guaranteed a return of at least 13 percent on its investment.
