Claims may not be reported because of loophole

The law requires local and state governments to report annually on lawsuits and other claims made against them and money they've paid.
But the reports only require the disclosure if a payment is made in the same year the claim is filed.
Last year, the Washoe County Airport Authority and the city of Reno paid a combined $800,000 to settle two separate lawsuits, but the payments were not included in their annual reports because the suits were filed in previous years.
